Turn clustering on and off.

Notes:

• boolean, use 0 (zero) or 1 (one)
• Needs a qmail-ldap compiled with -DQLDAP_CLUSTER or nothing will happen.
• Don't forget to set up qmail-qmqpd on all servers in the cluster.
• The control files ~control/me, ~control/rcpthosts and ~control/locals have to be set carefully or you will have big problems.
